VPN via ICS -- encounter error 650

After install security update April 2, 2001--mskb:Q293818 and IE5.5 sp1 on ICS host (win98), i cannot access VPN server via VPN on ICS client (win98). Encounter error 650.

Has already uninstall and reinstall TCP/IP on ICS host and enable 1723 port.

Still encounter error 650.

any idea is highly appreciate!
