VPN Users groups not required???

I am running ISA 2004 as a VPN solution. Even if I remove all groups from the Group allowed access box, users can still VPN in.

This didn't happen before I upgraded the domain to Windows 2003 AD, but I didn't test this right away, so I am not sure this is the cause.

Does anyone know if they are related? Does anyone have any suggestions?

Check the AD user accounts
Look at the 'Dial-in' tab

There are 3 options:
Allow Access
Deny Access
Control Access through Remote Access Policy

If the individual is set to 'Allow Access', it won't matter what group they're in.
