When a product says it supports 2 VPN Tunnels, does it mean it supports only 2 users connect at a time?

Also does anybody know how many users can Cisco PIX 501 support

The PIX 501 supports up to 10 simultaneous IPSec sessions. You may configure more than 10 but the PIX will only permit 10 simultaneous VPN sessions
