VPN Tunnel will not start

Hello

I know you've heard this before, but I am new at this, and I am taking over from someone else. With that out of the way, I have 10 Avaya 4610SW phones connected to Netgear FVS114 Prosafe VPN Firewalls (using NAT), which connect over the cloud to a Cisco 515E PIX. I am trying to add a phone, but when I connect the phone to the Netgear (which is setup just like the ohter ones that work), after going through the boot process it stalls looking for the PBX and TFTP servers. This is because the VPN tunnel has not come up. The IKE SA is reading SA_MATURE on the Netgear, and the log shows both phase 1 and 2 have been completed. I know the Netgear is working fine, because I put an IP into it from one of the IPs that works. I have made sure the IP I'm trying to add is setup correctly in show run in the PIX. No matter what new IP I put in for this new phone I am trying to add, the VPN tunnel will not come up. I have been able to connect the phone I am using, using the other IP that works, so the phone is not the problem. I have completely set to factory default the Netgear and the phone, and then put in the new IP. I am at wits end as to what I need to do to make the VPN Tunnel to work. After inputting the new IP in the running config, I did the write mem command, with no problems. What else do I need to do?
