VPN tries dialing modem when shouldn't!!!!

I am having a problem regarding VPN access (not Cisco, MS VPN Client). I am setting up a user (of which I set up about 20 others the same way without this problem) using the MS VPN client. However, when I am done setting it up, it places the connection in the Dial-up option in the Network Connections window and attempts to use the internal modem to dial-up the VPN connection. If I go into the properties of the connection,, in the Connect Using:" box, the modem is obviously listed. Of course, I do not want to use the modem but rather the existing connection. Anyone have a similar problem? I started looking to see if there's a separate Windows Installation Component that appears in Add/Remove section in case this machine, for some reason, didn't install the option but there isn't one. MY understanding is XP automatically installs the MS VPN client.

Thoughts?
