VPN to server from remote sites for app use

I tried to fit the jist of what I want done in the subject. I have a client with 1 2003SB server and Exchange. There are 2 remote sites with DSL. The server has an application that runs on it and the desktops have client apps that connect to the server app and data. The remote sites need access to this data on the server. None of the sites have firewalls. So my thought was to get 3 firewalls and then setup a VPN between the sites. With the VPN setup will the remote sites then be able to login to the main server and utilize their client apps through this VPN, or is there more to this setup that I'm missing?

If I can keep from building another server and sparing my customer that extra cost it would be very beneficial. Is there other secure ways to allow the remote sites to have the client app connect to the main server? I've also thought about terminal services...maybe the way to go.
