Not sure if that's a question, or an observation.
It depends on how you are connecting.
Broadband, router to router, that's a respectable speed.
Dial up, Client connection, slow no matter what.
It also depends on the level of encryption used, as well as the quality of the equipment, those factors slow down the overall process also.
But the general answer would be yes, it's a little slow.
