VPN Slow at first then starts to speed up after a while.

Ok here goes, I set up a Windows Server 2000 machine with two NIC Cards, one card is DHCP assigned and the other has a external ip address. I set the machine up per the book, the machine seems to run fine and I can connect to it. I am using a Windows XP Profressional machine to test the vpn connection. I login in via road runner connection and it connects me fine with my network userid and password. Now for the kicker, it connects me rather fast and shows my network connection in the xp tray. When I start trying to do things like click on a nework drive it takes a very very long time then finally opens it. I then click on a program to run and it takes some time to start up. Now here is the weird part as long as I do not disconnect, I can click on the network drive and it responds rather quickly and so does the starting up of the program. But once I disconnect and reconnect it starts off very very slow again but then it seems once I do something from then on it is rather fast as long as I dont disconnect. ANY IDEAS??? I am wanting to allow our German office to connect vpn but if it is this slow I am not.....
