VPN Site to Site problem with ftp

Ok I created a site to site connection with a client for file transfer and usually when we do this the client maps a drive to the directory they need and uses an ftp client and sends us our files.

Well this new client wants to use ftp via DOS and now they are able to log in but they cant see the directory or cd to the proper directory. Am I missing a step here??
