Can anyone tell me the benefit or downside to using a concentrator to concentrator. Will the remote concentrator have access to any information that they want as compared to a vpn client. Please advise.

Usually you will use a VPN client for remote\roaming users.
Concentrator-to-Concentrator (or LAN-to-LAN) will mainly
be used as a cheap method of connecting remote offices
to the enterprise network.
If you had a remote office with say 50 users it the cheapest and most manageable option would be a LAN-to-LAN
VPN tunnel. Line cost would only be into the ISP.
Regards access it all depends on the access-list or policies
configured on the concentrators.
