is your VPN server behind the dsl router ? or is your client behind the router ?
If your Win2K server behind the router, then
- the server will probably have a local IP address
- do port mapping for TCP 1723 and IP protocol 43 to the internal address of your Win2K server
Configure the server as PPTP server and it will work

For L2TP/IPSec, you will need to portmap UDP port 500, IP protocol 50 (for ESP) or IP protocol 51 (for AH)
