VPN over PSTN

I want to connect a branch office to the Central office using dial-on-demand modem to modem connection over PSTN.

How can I implement a vpn using such a solution and what products would you recommend?

A couple of routers with modems on the AUX ports would do the job. This is a point-point link, so I don't see a need for a VPN.
