VPN or Frame Relay?

Currently we are using frame-relay for our 3 branch offices to connect to the central office. We want to implement a VPN solution and get rid of the frame. We spoke to a provider and they said frame-relay is more cost-effective then VPN. Since we are planning to replace our 3com routers with cisco it will seem a better solution. It's costing about $8,000 a month for the frame bill. I think the vpn solution is the way to go for our remote locations. Any advice or input will be appreciated, thanks.
 
Well no matter what we are going with a vpn solution. The 2 main reasons security with IPSEC and remote users.
