VPN on rogers?

Does anyone know if I can connect to a computer (that is using Rogers cable high speed)? I've heard rogers doesn't support server IPs, and it would explain why I can't connect to that computer.

Also the computer I want to connect to is behind a router. (but I have it forwarding the VPN port to that computer).
