VPN Installation Error - Install DNE

Cisco VPN Client Ver 4.6.04.0043

While attempting to install the VPN Client on a fresh installation of XP receive the following error.

InstallDNE

Error: Dneist execution error while installing DNE, returncode -2146500093


Does it every time it is installed on the PC. Googled around and it looks like XP has to be re-installed, but I think that is a bit over kill
