VPN HOW TO

I have not done this before.
I am getting a new 2k server and need to setup a VPN for 2 reasons.
1. We need to connect via terminal services to our database in another state at the parent company.
2. The server comes with a remote access card that will allow me to fully control the server remotely but with TCP/IP only

What should I do that is the easiest?
Do I need a static IP from an ISP?
Do I need a little Linksys or Netgear to handle the VPN So I can connect If the server goes down?
We have DSL now but will be getting a T1 to handle the traffic, If that makes a differance.
