I want to know if theorically the below is possible :
There is a center office in Sydney and a Branch office in Melbourne ,
They have two internet connection at branch office and they want connect both internet connection to sydney with a VPN channel but keep one of them disconnected and the other one connected , when one goes down they connect the other one and it comes up ,
question is as both routers in Branch office have the same local network address , is it possible to create two vpn connection on Center office router to to different peer but the same local and destination addresss ?
If yes is there any priority command for vpn connections ?
 

I know Cisco 5520 can do active/passive failover type configuration. However, I don't have experience on how to make it works. You could also use routing protocol like OSPF to determine which one is active and which one is passive.

For failover application, I would get two ISP services from two providers then the chance of two providers went down at the same time is less.
