VPN DUN Doesn't work with OE

I am creating a VPN using Win2kServer and Win2kPro clients through a Dial-up connection. I configure the VPN connection to dial the default ISP connection first, and this works just fine. I click on the VPN connection, and it steps through the ISP login, then the VPN login. But when I use the VPN connection in an application, like Outlook Express (Microsoft), or FTP Voyager (non-Microsoft), the VPN connection seems to forget that it needs to dial the ISP connection first, so it always fails to find the VPN server. It doesn't even try to dial. Is there anything I can do to get around this? I could have users login to the ISP, then use the other applications (this works), but I really want to avoid a two step process if possible. The FTP process needs to run unattended. Thank you.
