VPN connection problem "there was no answer"

I have setup a VPN connection from a workstation that dials up via proxy server- which is my client machine, and one that connects thru a direct cable modem connection- this machine is the VPN server. Both machines are Windows 2000 When trying to connect to the VPN i get "there was no answer" from the connection. I can ping the server address, so any suggestions?>:):O>
 
any change there is a firewall in between ? (maybe your ISP installed a firewall and blocked those ports...) ---------------------------------------------------------------------
