vpn between 2 win98 machines over cable???

Ok, perhaps a dumb question from yet another vpn virgin.
Can I set up a vpn between 2 windows 98 machines? Both have cable internet access. Everything I see here suggests an nt or 2000 server, which this small business does not have. Can it be done? How do I configure authentication on the "server" (win98) station?
I would simply likely to map a drive on each station, and allow head office to "see" some files on the remote. I could simply view files with something like vnc but would like something better. Do we need to purchase any additional software/hardware?
Any help would be greatly appreciated!
