VPN Bandwidth requirement

Hi, I work for a company that uses widows 2003 server/exchange etc.. there are about 50 users in the office and a further 10-20 that work offsite.

we have a 512k adsl line (fastest we can get)which is used for everything. Occasionaly we cant browse the internet in the office, uppon investigating it appears to be when a VPN user is syncronising there outlook, it uses all our upstream bandwidth so nothing else works.

what i am looking for is some help and advice. what alternatives do i have? can i throttle the VPN connections? is there a calculator to work out how much bandwidth i need for the VPN access? i need to convince the management that a 512k adsl simply isnt good enough.

i have looked at bonded adsl £300 a month but they think its too much to pay? i dont understand that though. they are a company that rely on emails.. surly £300 is nothing compared to the cost if it stops working ?!
