VPN authentication problem

I have set a vpn server (windows 2000 server) and I am having problems authenticating the users login details (ie user name, password, etc). I have allowed the firewall (openbsd, ipfilter) to forward all the appropriate packets (gre, etc) to the vpn server. When trying to connect remotely (modem, dial up), with the connectoid installed, on a win98 machine the connection works (it gets forwarded to the VPN server, I can also see that in the logs on the vpn machine) but when authenticating it says password or user name are incorrect. This is the same message received in the logs on the vpn server.
The user name and password are correct but i still can't login. Any ideas as to why this might be happening?
btw; vpn is using windows authentication, and i've added the remote users to RAS and IAS servers group in AD.
