VPN and web routing

We currently have a 2040 in the head office with Enhanced OS, 1 x TZ 190 in our kent office and TZ190 in our Leeds office. We are having trouble with our SDSL Link. We are unable to browse the internet or see any other IP addresses other than those on the same ISP. So in other words the SDSL is only being used as a VPN to Kent as there SDSL is on the same ISP (SDSL in kent is fine routing web traffic). We also have an ADSL in the head office which handles our web traffic. What we want to know is can we push Web traffic down a VPN (SDSL to Kent) if the ADSL fails in the head office? and if so how? Our mail is also hosted in the Headoffice. So can the secondary MX record be used to point to the kent office and then rerouted to the mail server in H/O?

Any ideas are much appreciated.
