vpn and NAT behind NAT

I have a router(routerB) using NAT that is connected to another VPN router(routerC) on the LAN side and a cisco router(routerA) that goes to the T1 line on the other. The cisco router is a pass thru with no NAT. The VPN router is doing NAT as well for the workstations. I dont know if VPN will work this way. I want to do this by making the first router with NAT disabled and connect to the VPN router witch will continue using NAT, but its not working. Can someone help me out on setting this up. use example IP addresses. Thanks.

Internet-->routerA--(passthru)-->routerB--(NAT)-->routerC--(NAT)-->switch(Workstations)
