VPN access to FTP servers

My boss wants me to stop FTP access to only VPN. That is if you want access to a FTP server you must VPN, because the VPN is encrypted. Does this make any plausible sense?
It sounds okay, just not to sure...

set the ftp server to only accept connections from a private address. this is done in IIS.
