VPN 5610sw to Kentrox Q2300

I am trying to get a VPN phone working with a kentrox router.I have setup the vpn on the phone and in the router per Tech tip 185 for kentrox and VPN phones. I am getting IKEPhase1 no response, error code 3997700:0 module IKMP:142 and IKECFG:459. If anyone has success with Kentrox and VPN Phone please let me know. The prossecor is a 500 DS8 4analog uni, 32 VCM MOD 4.0.7
