volume on telco

i have an audio conference system that is using a pots line to make the call

the problem is the transmit and recieve volume is so low (when tested on demac with butt set)
telco says they can't do anything about it (natch)
does anyone know of a device to boost the telco line

Whoever your Telco is I would find another one, they can boost the gain on the lines if you give them enough grief. tell them your call the PSC if there not fixed.

It might help if you measured the loop loss of the line using a transmission test set and the milliwatt. Then, at least you will have some numbers to give the Telco when you open a trouble report.
