Volume Light Fog Not Moving?

Hi,

I am truing to make the fog generated by the volume light function move using the Noise option and the Phase and Wind controls.

I have animated a scene however the fog does not appear to be moving?

What are good values for the Phase and Wind? I notice they can go into the thousands! and is there any other function or switch that you need to enable to make the fog move?
