We have the voip network which connnect branch offices to the head office and both routers are connected to the PBXs.

Can any one tell me whether is it possible to make call from their branch offices to the PSTN that located behind the head office PBX?

You mean to do Toll-Bypass?

Basically remote office wants to use the head-end PBX to dial out? Also known as tandem switching?

Yes its totally possible...
