This is a side affect of two things codec selection and settings on the PBX.What happens when there is no sound or below a treshold the pbx will stop transmitting the packages for speech until that moment you start talking it will pick up the RTP stream to enable the conversation
please check the avaya support site for the implementation guide.
normally codecs G7.11 is used in LAN and G7.29 for WAN , there are other codecs that you can use but that will give you the effect that you have at the moment, there are multiple settings so please read the guide first
