VoIP trunk (H.323) between BCM50

Hi,

I'm trying to make an VoIP trunk between a BCM50 Rls. 1 and a BCM50b Rls. 2 using H.323:

BCM50 1<->Router 1 (public IP)<-->Router 2 (public IP)<->BCM50 2

Is it possible?
Is it possible between public IPs?

I think VoIP trunk is configured in the correct way, and lines and routes are OK, because in BCM Monitor I can see dialed number over IP line assigned to VoIP trunk.
 
Yes, I can ping from Router A to Router B, and each router is doing "port fordwarding" from necessary ports (in documentation) to the BCMs.

I was talking in the morning with our provider and he talk to me VoIP networking is so difficult by public network because of there is not possible QoS, and the solution is a WAN network .
But i have a doubt now, can I do a VPN from site A to site B?
I'm thinking is the same problem with jitter, etc..
