VOIP to VOIP call , possible?

i am trying to connect a 3640 to a 1751, the 3640 is the gateway for a microsoft netmeeting voip client and the 1751 for another. Does the terminating dial-peer have to be a pots voice port? or can I successfully make the above call - netmeeting to netmeeting?
(I currently use "debug voip ccapi inout" and get error: can't peer with gateway (dial peer number).
Any ideas, configs to share?
