Voip service provider with H.323 interface

We are researching the idea of supporting VOIP for our VoiceXML gateway product. The software is based on microsoft TAPI which supports H323 interface.

Does anyone know a VOIP service provider that uses H.323 and also allows direct third party software access? What we want to do is this:

1. a user enters a regular phone number
2. our software gets on the service provider's network to call the number
3. after a connection is established, our software plays the wave file or text-to-speech audio, responds to user input, etc.

I haven't done this yet but some of the companies have told me they will support h323.
