I have a 2000IPS setup at "Site A" with working VoIP phones (using POE - Power over ethernet). When I plug the same phone into a switch at another site, it doesn't come up.
Any suggestions?
If you're taking a phone from one subnet to another, you may run into a number of issues... the gateway would be different, the IP would be different; if you're using a firewall, you may have to do some work there as well.

If not, it will not work. VOIP with NEC dterms require a vpn. With release 12.1 onward, you can connect via nat even without vpn but you will need to foward 4 ports to the phone as it does not work with dynamic NAT.
If you do have a VPN at both sites, do you have DHCP configured on the phone? I will need a local ip address of location B. I am sure you know that.
