VoIP Line Access w/Voice Pro VP206

Has anyone successfully done this? And if so how? I can receive calls just fine but when I try to access the voip line for an putbpund call it gives me 2 short beeps twice the a dial tone for about 5 seconds then a busy signal.

Any suggestions would be appreciated...thanks in advance.
