I am scoping a solution for a client and they tell me we can't use VoIP in Dubai as it is illegal.

Does anyone know this for sure? Why is it illegal? Is it because it is difficult to monitor and if they can't monitor it, how can they enforce a ban?

That's about the size of it. Also, in many countries, the government OWNS the phone company, and they want customers to send money to them, not anyone else!

I belive this is the same in China if anyone is looking at working it over there.
