VoIP + cisco 7206 VXC router

Hello,
WE have 1 cisco router 7206 VXR equiped with one PA-MCX-4TE1 module and one PA-VXC-2TE1 module. Behind this router we have an PBX Hicom 330. On the other side, we have the same configuration of equipment.
The problème is that the E1 (T2) controller goes down and up , alternatively when the load is more than 3 E1....
