VoIP calls can not

We have installed IPO 406 in main office and IPO SOE in branch office networked together via SNC.
We have analog trunks and ISDN trunks to local PSTN in branch office.
We try to call from main office to public network in branch office location using VoIP and local trunks in branch office.
If we use ISDN trunks everything is fine but if we use analog trunks calls can not be established.
What can be a problem? (We use IPO software release 3.0.44).
