VoIP, BCM50, Getting dialtone but can't dial

BCM50 at remote site registering to my signaling server at HQ (Option 61C rls 4.5) They use my CallPilot and I build phones for them in my switch. they have I2002 phones.

Their incoming phone lines are split off a T via an Adtran. (10 lines)

Users say incoming calls work fine. Set to set is fine. they can 4 digit dial me here just fine and I can dial them.

But they say when they pick up a line, dial 9 and an outside number, it will sometimes wait up to a minute and then just go busy. Occasionally it will wait that long and the call will go through but usually they just get a busy tone.

I expect this is something I need to call in the Vendor for (relatively recent install) but I thought I'd check here first to see if there was something I can look at. I do have access to the system with BCM element manager and BCM monitor. Just watching I see lines become active both incoming and outgoing but mostly the outgoing is to other 4 digit extensions on the network.

I had a user try to call my cell phone and I saw a line become active but it never connected and then just dropped...
