VOIP and E911

Was looking at the possiblity of deploying IP hardphones. My concern is E911. I have multiple buildings on one PBX and a REDSKY system for E911 Compliance. Has anyone done something like this and controlled the Location information a user being able to unplug there phone and plug it in at a differnt network location without involving my helpdesk is the big hangup. With TDM a call has to be placed for the move but if the endusers figure out they can plug and play with a network location YIKES!!!!
