VOIM / VOIB help

Hello again,
I posted a while ago asking for help with the setup on my VOIM.

The system is working OK, but it is intermittent. I can receive calls on the DID assigned to it just fine, about 90% of the time, but the internet can be unstable here.
The problem lies in dialling out - it doesn't like to do that very much at all.


Here is the process:
Hit LOOP or CO 5~8 (VOIM)
Screen says
[
LCR MODE 23:45
CALL BK
/\ _____________________________ ]
----------------------------------
Normally when I dial, the CALL BK option changes to TRANS CONF MUTE. (Call connecting)
This time it won't. It just stays on CALL BK, and then about 35 seconds later, the phone beeps the Error Tone and says

LINE 08 RELEASED
LCR MODE
CALL BK
/

I tried getting WireShark to see what's happening with the packets, but I don't understand how to make WireShark work.
