I'm about to post what I know is an insane question.

A phone is call forwarded to another phone. If the 2nd phone does not answer, can the call be redirect back to the original phone so the caller lands in the correct voicemail? I think no, but would setting up a hunt group work?

You are correct - setting up a hunt group is the way to do it.

You could also add the second extension in the following me settings and fail over to the original voicemail.
