Voicemail transfers & Call Forwarding

I've got a 3300 on 9.0.2.18 and using an AA to dial an ext or dial by name.
This system is based in North America

Problem I've got is that if someone dials 911 it transfers to the emergency services. In the COS for the VM ports, I turned off Public to Public network transfer to stop this happening but in turn, if you dial a real extension that has a CFA on, it just reroutes back to the AA prompt.

If I turn off the Allow transfer to any number feature off in the VM Options, will this allow CFA to work, and stop 911 being dialled from the AA?
 
In Voicemail Options Assignment form add 9 to Restrict Numbers that Begin with... (9). This also will take care of calling through the system to external trunks using prefix 9
