Voicemail tab under User profile grayed out

I set up a IPO 406 in my lab to test a new server that I will be running voicemail pro. I installed Manager and can access the IPO configuration. However, the voicemail tab within the user profile is grayed out. I have verified that I have selected Voicemail Lite/Pro on the system tab. I can call voicemail pro and it answers fine. Licenses show "valid". What am I missing?
 
Do you have a user right assigned to that user with voicemail enabled and applied to it ?

I am using Administrator as the service username when I log in from Manager. As far as I can tell the this account has view, edit permission. Where is the user rights defined?
 
You can tell if that's the case as there will be a gold/yellow padlock next to the settings applied by User rights :)
