I have VMPro with IPO 406, i have a long list of custmers, i want to route their calls to a number X and if a number call doesn't exist in this list, i want to route it to an other number Y. How can I do this?

You could try this with separate DDI's routing to different VMPro Cli checks.
Or we have sites working where you can have a no match option which then routes into another CLI list of 15. You may want to check this option in your scenario of 115 but it worked for my 53.
