I have an IP Office 403 with Voicemail Pro.In night service the caller gets the option to press 1 which routes the call to an external number. I have set up a shortcode *75 which allows me to test the call flow. Everything works fine. When you dial the external number you get to the "your call is being transfered" and the call is dropped. Any ideas would be appreciated.

Try setting up a user that unconditionally forwards to the external number. Edit your call flow so that option one transfers to this user who in turns forwards the call externally. Not really sure why IP Office works this way but this is how I've always done external transfers outside of the system.

I have setup dummy extensions on the system which are are call forwarded unconditionally to the external number.

....and did this work?

If not, are you using analog trunks perchance? If so you need to tick the "enable forwarding" option in the line form.
