Voicemail Pro - Create Voicemail Box Only

We are wanting to have just mailbox only account for some of our users. We have 4 phones that 30 users sit out throughout the night, we aren't wanting them to sign in just click voice mail and login, do we need to create them and extension to create the mailbox?? I have it working this way but wanted to make sure this is the best way to complete this.
