Voicemail off, can callers still breakout to VM?

I'm setting up a HG with Q'ing on. We don't want callers to automatically be sent to voicemail if there's no answer, but as one of the Q messages we want the option to 'press 1 to leave a message'.

I have all the necessary Q messages in VM Pro. Will this still work with VM switched off on the hunt group? This is on 3.2 before there was a seperate VM answer time on the HG.

I think you can do this with a leave mail action and the mailbox for the corresponding user

Yes you can. I have this set up on our system and it works reliably.
