Voicemail Lite Problems

Does anyone know what causes the Argent Voicemail Lite program to come up with the message "Socket Bind Failed Error 2740" when trying to run it

The VM is trying to configure itself as a time server but cannot because the manager application is running and already performing this task.
shut down manager & restart VM
