Voicemail lite - BulkInfo Request & Retransmission error

All my users are receiving a busy signal trying to get to voicemail. All other phone functions work. When you start the voice mail (lite version) it gives a:
BulkInfo request

and several lines that say
retransmission

among some other things.

Any ideas on what might be causing this.

Last night, a new IP address was added to the server on a separate NIC but the old one is still active and working. The network subnet has not changed at all.

This is a connectivity problem with the pc that cannot see, or rather the VM app cannot see the IPO, as you said you added a NIC, you will need to sort out what is going on there, may default gateway
